"Broker" means a person who is not an autonomous vehicle network company and not a bona fide employee or agent of an autonomous vehicle network company, who or which, as principal or agent, sells or offers for sale any transportation services, or negotiates for, or holds himself or herself out by solicitation, advertisement or otherwise as one who sells, provides, furnishes, contracts or arranges for, such transportation services.
