Section 704.9075 - "Forecast of base growth" defined

"Forecast of base growth" means a forecast of the peak demand and energy consumption for a utility's bundled retail and wholesale customers that the utility has an obligation to serve, based on the most likely set of future conditions or forces which would have an effect on such peak demand and energy consumption.
