Section 628.905 - Rules of procedure and evidence; burden of proof1. Except as otherwise provided in this chapter or chapter 628 of NRS, the Board or a hearing panel or officer is not bound by strict rules of procedure or rules of evidence when conducting a hearing, except that evidence must be taken and considered in the hearing pursuant to NRS 233B.123.2. In all disciplinary proceedings, the party that bears the burden of proof for a particular proposition must prove that proposition by a preponderance of the evidence.Nev. Admin. Code § 628.905
