If the Commission determines that a complaint warrants administrative action, the Commission shall forward a copy to the party or parties against whom the complaint is made. A party may respond to the complaint by filing an answer within 20 days after receipt of the complaint. If a party fails to answer within the time prescribed, the party shall be deemed to have denied generally the allegations of the complaint.
