Section 561.310 - "Complaint" defined

"Complaint" means a document, signed by the petitioner, which contains the name of the respondent, a short and plain statement of the acts or omissions alleged to have been committed in violation of a statute, rule or regulation and the citation of such statute, rule or regulation.
