"Pressure grouting" means a process by which:
1. Grout is confined within a borehole or casing through the use of retaining plugs or packers; and2. Sufficient pressure is applied to drive the grout slurry into the annular space or zone that is being grouted.Nev. Admin. Code § 534.Sec. 5
