"Flame effects before an audience" means the combustion of flammable solids, liquids or gases to produce thermal, physical, visual or audible phenomenon for entertainment, exhibition, demonstration or simulation before a proximate audience, including, without limitation, a rehearsal, videotaping, audiotaping or filming of any television, radio or movie production when such a production is conducted before an audience and flame effects are used.
