The provisions of NAC 459.010 to 459.950, inclusive, and sections 4 to 28, inclusive,, including the provisions of the federal regulations adopted by reference in NAC 459.1997, 459.3062, 459.3205 and 459.737 and section 7, apply to all persons who receive, possess, use, transfer, own or acquire any source of radiation except as otherwise specifically provided in NAC 459.010 to 459.950, inclusive and sections 4 to 28, inclusive,. Nothing in NAC 459.010 to 459.950, inclusive, and sections 4 to 28, inclusive,, applies to any person to the extent he or she is subject to regulation by the Nuclear Regulatory Commission.
