Section 449.39559 - Determination of sanctions: Basis for selection; restrictions upon service and monetary penalties presumed to be most effective

The selection of a sanction must be based upon the nature of the violations or cluster of violations and the sanction most likely to correct those violations. Absent evidence to the contrary, restrictions upon service and monetary penalties are presumed to be the most effective sanctions for violations that do not cause an immediate and serious threat to clients.
