Section 444.698 - Access; roads1. Access to a municipal solid waste landfill unit must be controlled as to time of use and as to those authorized to use the site in order to prevent unauthorized vehicular traffic and illegal dumping. Access must be controlled by using artificial or natural barriers, or both, as appropriate, to protect public health and safety and the environment. An attendant must be on duty to control access during hours of operation.2. Permanent roads may be provided from the public road system to the site. Temporary roads may be provided as necessary to the working face. All roads must be passable during inclement weather.Nev. Admin. Code § 444.698
