An agency which provides child welfare services that wishes to provide a self-sufficiency program must provide goods and services to former foster youths for the purpose of assisting the former foster youths to attain economic self-sufficiency, including, without limitation, job training, housing assistance, case management and medical insurance. The agency may provide those goods and services directly or through a contract or agreement with a nonprofit community organization.
