The purpose for licensing foster homes is to ensure that children who are in need of substitute care are able to live in an environment which supports their physical, mental and emotional development and to protect children from abuse, neglect, exploitation or other mistreatment. The licensing process determines whether the foster home is safe for children and whether staff can provide suitable care for children.
