Section 388.0495 - "Intellectual disability" defined"Intellectual disability" means a condition that:
1. Is characterized by intellectual functioning at a level that is significantly below average, and which exists concurrently with related limitations in two or more of the following adaptive skill areas:(a) Communication skills;(e) Use of the community;(h) Functional academics;2. Manifests before the age of 18 years; and3. Adversely affects the educational performance of a pupil.Nev. Admin. Code § 388.0495
