Section 354.066 - "Interested person" defined

"Interested person" means a person, government, governmental agency or political subdivision of a government, other than an affected entity, who is directly and substantially affected by the transfer of a function from a state agency to a local government, from a local government to a state agency or from a local government to another local government.
