A person must not be denied the opportunity to participate in a program of workforce recruitment, assessment and training approved by the Office pursuant to NRS 231.1467 because of nonmembership in a labor organization, nor shall an authorized provider enter into any agreement, written or oral, which excludes any person from participating in such a program because of nonmembership in a labor organization.
