Any party may request that an informal conference be held for the purpose of resolving issues of fact, attempting to resolve the matter in whole or in part without a formal hearing, or otherwise assisting in the preparation of a formal hearing.
It is expected that before a formal hearing, all parties will stipulate to evidence to the fullest extent possible so that a complete or qualified agreement can be reached regarding material facts that are not or should not fairly be in dispute.
