The Nebraska Thoroughbred or Quarter Horse registrar will recommend in writing to the Nebraska Racing and Gaming Commission that the Nebraska-bred status be revoked if it is determined by a hearing conducted by the board or officers of the Nebraska Thoroughbred or Quarter Horse registry organization that a horse was not eligible to be certified as a Nebraska-bred. The recommendation will include an explanation of the basis for said recommendation, and a copy will be sent by certified mail to the breeder.
