No horse will be allowed to start which has not raced in ninety (90) days unless it has one credible work. A horse which has never started or which has not started within the last twelve (12) months will not be allowed to start unless it has two (2) credible works. Individual tracks may establish a more restrictive rule, subject to the approval of the Racing Commission.
