Every person, whose license is revoked or suspended, or to whom a license has been denied by another Board or Commission with horse racing jurisdiction, may be required to be reinstated by the Board or Commission of the jurisdiction in which the original ruling was made before being eligible to be licensed by the Nebraska State Racing Commission.
