Subpoenas requiring the attendance of witnesses will be issued by the Board, through the Executive Director of the Board or such person designated by the Board, upon written application of any party, or on order of the Board. Subpoenas for the production of papers, books or documents, unless directed by the Board, will be issued only upon application in writing. The subpoenas shall be served in the manner provided by law. All parties directed to produce such papers, books or documents shall deliver the same at the time and place specified by the Board to the Executive Director or other designated employee or agent of the Board.
