A protest objecting to the granting of any application may be filed by any party and shall set forth the basis and the reasons for the protest. Such protests must be filed within twenty (20) days of the date of mailing of written notice of the application as prescribed under Rule 012 of the Nebraska Power Review Board's Rules of Practice and Procedure.
