SURFACE WATERS shall mean all waters within the state, including all streams, lakes, ponds, reservoirs, and drainage systems. Surface waters do not include those areas designated as wastewater treatment ponds, irrigation reuse ponds, low-lying areas that retain water on a temporary basis and intermittent streams.
