Upon receiving an application for authority to levy fees, the Director or Director's designee shall prepare a notice of the application. The notice shall be published once a week for three consecutive weeks in a newspaper of general circulation in each county containing lands involved in the application, and a newspaper of general circulation in Nebraska. The notice shall state that any person may file a written request for hearing (or if the Director is holding a hearing on his own motion, may file a written request to be made a party to the hearing) within two weeks from the date of final publication of the notice.
