Notwithstanding any provision of Chapter 3, Section 004, federal cost-sharing funds shall be deemed to be unavailable for a project or practice which is included in a federal multi- year cost-sharing agreement or contract when and only when federal maximum dollar amounts for that type of project or practice or that contract have been or are to be paid from federal cost-sharing funds.
