When it is established that an Appellant is unable to communicate in the English language, the Appellant must employ the services of an interpreter for the hearing. The interpreter must be approved by the Director prior to or at the hearing. The Director will not appoint interpreters nor pay for the services of an interpreter.
If an Appellant or a party has a special communication need such as deafness or muteness, the Appellant or party shall notify the Director no later than five (5) days before the hearing in writing so that the Director may arrange for an interpreter. The Department shall pay for the services of any interpreter so obtained.
