New facilities shall be located to facilitate access to community resources, juvenile justice agencies, and juveniles' families. The site selection process shall include evaluation of alternative sites, consideration of facility requirements, and consideration of future expansion. If the facility is located on the grounds or in a building with any other correctional facility, it shall be constructed as a separate, self-contained unit.
