Each housing unit shall be equipped with at least one shower for every fifteen (15) juveniles, or fraction thereof, one (1) toilet, drinking fountain, and wash basin with hot and cold water for every twelve (12) juveniles, or fraction thereof, and tables and sufficient seating for all juveniles at capacity.
