Temporary holding rooms shall provide at least twenty-five (25) square feet of floor space per occupant, but shall be no smaller than fifty (50) square feet. Temporary holding rooms shall be equipped with benches which provide sufficient seating for all occupants at capacity, a security type toilet, wash basin with hot and cold water, and drinking fountain.
