Any person, firm, partnership or corporation operating unfired pressure vessels in this jurisdiction may seek approval and registration as an owner-user inspection organization by filing an application with the chief inspector on prescribed forms. Each such application shall be accompanied by a fee of fifty dollars plus twenty dollars for each special inspector employed by the owner-user inspection organization. Commissions issued to a special inspector employed by an owner-user organization shall be valid for a period of one year from the date of issuance. A fee of twenty dollars shall be charged for each annual renewal of the commission of a special inspector.
