A surrogate parent has the same rights as a parent for all purposes under this regulation. No state employee, or anyone providing services to the child or the child's family member, nor any person who has a personal or professional interest that conflicts with the interest of the child he or she represents may act as a surrogate. Appointment of a surrogate is outlined in Nebraska Department of Education regulations at 92 NAC 52.
