Title 180 applies to all persons who receive, possess, use, transfer, own, or acquire: any radiation generating equipment and; any naturally occurring or accelerator produced radioactive material, including special nuclear material in quantities not sufficient to form a critical mass. The regulations are authorized by and implement the Radiation Control Act, Nebraska Revised Statute (Neb. Rev.
