For the purposes of this chapter, "major modification" shall mean changes to any permitted facility which require Department review, approval, and public notice, and include, but are not limited to, changes in facility design, liners, leachate collection systems, ground water monitoring systems, gas collection systems, final closure plans, operational plans, and any increase in design capacity of a solid waste disposal area.
