When any property owner or person in lawful possession of property fails or refuses to remove an accumulation of junk, as directed by the Director as provided above, the Director shall request that the county attorney of the county in which the property is located or the Attorney General prosecute the property owner or person in lawful possession of the property for a violation of the Environmental Protection Act.
