On or after September 1, 2003, placing or causing the placement or disposal of waste tires in any form into the waters of the state is prohibited except for use as specified in Section 006 of this chapter. Compliance with the provisions of Section 006 of this chapter is not an exemption from other local, state or federal requirements.
