"Personnel" or "facility personnel" means all persons who work at, or oversee the operation of, a hazardous waste facility, and whose actions or failure to act may result in noncompliance with the requirements of 40 CFR Part 264 or 265, as incorporated by reference in Chapters 21 and 22, respectively.
