A permit may be issued by the Department in technical consultation with the Conservation and Survey Division, University of Nebraska, and the Nebraska Oil and Gas Conservation Commission. Permit conditions shall be designed to carry out the purposes of the Nebraska Environmental Protection Act, Chapter 81, Article 15, Reissue Revised Statutes of Nebraska, 1943, as amended, Title 117 -Nebraska Surface Water Quality Standards and Title 118 - Ground Water Quality Standards and Use Classification adopted thereunder. Such permit shall be issued with proper public notice (Chapter 32 of this Title) and, if necessary, pursuant to a public hearing (Chapter 33 of this Title).
