The owner or operator of an additional facility shall designate a representative who will participate in the local emergency planning process as a facility emergency response coordinator. The owner or operator shall notify the Committee(s) having jurisdiction over the additional facility of the representative in writing within thirty (30) days of establishing operations within the state.
