The Warden or designee shall give inmates notice of NDCS disciplinary procedures. The rulebook containing all chargeable offenses, penalties and disciplinary procedures shall be given to each inmate and staff member. The rulebook is translated into those languages spoken by significant numbers of inmates. When a literacy or language problem prevents an inmate from understanding the rulebook, a staff member or translator shall assist the inmate in understanding the rules. This information may be given either at the time of admission to the facility or during reception and orientation.
