All agencies and personnel of state government are considered subject to the State Personnel System except those identified in Neb. Rev. Stat. § 81-1316. Employees subject to certified Collective Bargaining Agreements as prescribed in Neb. Rev. Stat. § 81-1373 are not covered by these rules to the extent that wages, hours and other terms and conditions of employment are provided for by contract.
