Except with respect to closed sessions requiring confidentiality pursuant to the provisions of the Nebraska Political Accountability and Disclosure Act and hearings in contested cases, minutes of all meetings shall be kept showing the time, place, members present and absent, and the substance of all matters discussed, any action taken on any question shall be upon motion, second and roll call vote in open session and the minutes shall show how each member voted, or if the member was absent or not voting.
