"Real estate loans, " excepted from usury limitations, are those loans whose purpose is the purchase of nonresidential or nonagricultural real estate, and not simply a loan secured by real estate. Also, the commissioner of finance has standing to bring suit as a private realtor to prevent violation of a law which he is entrusted to enforce.
