Rule 40-3-2.2 - REGULATIONS REGARDING COMMUNITY FISHING ASSISTANCE PROGRAM LAKESA. Only rod and reel or line and pole gear may be used in the following public waters which are open to fishing. Unless otherwise stated, all persons possessing a valid fishing license or who are legally exempt from the license requirements may fish these waters. Boating, swimming, littering and alcoholic beverages are not allowed except where noted. City or county ordinances may also regulate activities at these waters.B. Community Fishing Assistance Program Lakes may be closed to public use and the use regulations may be changed for special events only upon mutual agreement by the Cooperator who owns the water body and the Mississippi Department of Wildlife, Fisheries, and Parks (MDWFP). Cooperators shall request such closures and use changes from the MDWFP at least thirty (30) days in advance of any special events. 1.
