The purpose of this rule is to continue to allow MDOT and MTC the maximum flexibility allowed by law in handling negotiated contractual metters relating to professional services. At the same time, the community of potential contracting consultants will be apprised of the existence of SOPs that will guide the staff as it performs this descretionary function.
