Facilities which do not have a receptionist may be locked at all times. MDOT employees will be issued key cards. A visitor wishing to conduct legitimate business with any employee located in that facility may make an appointment with the employee, who will escort that visitor into the facility, then out of the facility at the conclusion of business.
