Pursuant to Section 65-43-3(4), the Commission shall, in any case, give notice and hold a public hearing on the toll regime for each Toll Facility and shall give notice and hold a public hearing on any change or amendment to a previously approved toll regime. The notice for the public hearing shall be published twice, specifically once a week for two successive weeks in a newspaper having a general circulation throughout the State, and no hearing shall be held less than 14 days or more than 60 days after the publication of the first notice of such public hearing.
