Conventional highways are those highways consisting of two traffic lanes or divided highways with two or more lanes in each direction without frontage roads on either sides, and which have not been designated by the Commission as either Freeways or Partially Controlled Access Highways. On conventional highways, vehicular ingress and egress from abutting property directly to and from the through traffic lanes is permitted. The rights of way conventional highways may be used for the construction and maintenance of utility lines or other approved installations in accordance with the Department's Standard Operating Procedures.
