Those areas which are comprehensively zoned for commercial or industrial purposes pursuant to local zoning ordinances or regulations. In locations lacking a comprehensive zoning plan, the area will be evaluated as an unzoned commercial and industrial area in accordance with Section 347 of this rule. Zoned Commercial or Industrial Areas are further addressed in Section 502.
