An area including and adjacent to a municipality or other urban place having a population of five thousand (5,000) or more, as determined by the latest available Federal Census, within boundaries to be fixed by the Department, subject to the approval of the Secretary of Transportation. Information relative to the boundaries or urban areas may be obtained from Transportation Planning Division, Mississippi Department of Transportation, Post Office Box 1850, Jackson, Mississippi 39215-1850.
