No vehicles shall be stopped or parked on the right of way of a controlled access facility; nor shall vehicles be stopped or parked on the lanes and adjacent shoulders or interchange connections between controlled access facilities and crossroads or cross streets; nor shall vehicles be stopped or parked on the right of way of any other state highway; provided, however, that this shall not apply in cases of emergencies caused by mechanical failure, accident, disability of the driver or as otherwise approved by the Commission.
