Subject to the requirements in Section 65-1-59 and 65-1-75, MCA (1972), the following policy with respect to the acceptance of county roads or municipal streets for construction and maintenance is subject to the availability of funds for any construction to be done at the expense of the Mississippi Transportation Commission, hereinafter "Commission".
